A. Shipena Secondary school functions as a government institution under the supervision of Namibia’s Ministry of Education, Innovation, Youth, Sport, Arts and Culture (MEIYSAC). The Ministry establishes the academic curriculum, student progression policies, and personnel decisions that shape the school’s operation.
For instance, a teacher-related disciplinary case at the school highlighted the Ministry’s oversight in staffing matters, while new Grade 10 progression policies issued by the Ministry directly affected learners. Although A. Shipena benefits from governmental funding and services, it also carries the responsibility of complying with regional and national educational standards and directives.

school background   A. Shipena Secondary School, located in the Soweto area of Katutura, Windhoek, was established in 1985 and offers Grades 8 to 12. Named after Ananias Shipena, the school began with about 700 learners and 16 teachers and has grown to become one of the most respected schools in the Khomas region. Despite early challenges, such as the bombing of its administration block in 1986 and limited resources, the school has shown resilience and steady progress. In 1987, it acquired its first computer through a local radio program, symbolizing its determination to embrace growth and innovation.
